Statement of the grounds of the proposed suspension from Office of William McDonald 2nd-Class Inspector of Nuisances, Hongkong.
1. On the 15th day of September 1899 Inspector William McDonald was absent from duty and when sent for he came to the office of the Sanitary Board in a state of intoxication. For this offence he was reprimanded.
2. On the 18th day of September 1899 Inspector William McDonald was received into the Government Civil Hospital suffering from Chronic alcoholism, and he was discharged from Hospital on the 21st September, 1899.
3. The above facts were reported to His Excellency the Governor, and on the 30th September His Excellency approved the recommendation of the Sanitary Board that as a punishment for his misconduct the Inspector should not be allowed to draw the prospective increment to which he would have been entitled on January 1st, 1900, unless or until the Board were able to report favourably on his conduct in the interval.
4. On the 3rd day of October instant the Inspector was absent from duty from 6:30 to 8 a.m. without leave. He spent his time from 6:30 to 10 a.m. in the Stag Hotel, and on going on duty at 10 a.m. he was in a state of intoxication and unfit for duty.
5. On the 4th day of October instant the Inspector was received into the Government Civil Hospital suffering from Alcoholism and was discharged from Hospital on the 7th instant.
The Inspector is charged with:-
1. Absence from duty without leave.
